A new section, 3F, has been added in an attempt to clarify DCR's MS19 requirements for county review purposes. In brief, we expect applicants to assess downstream adequacy, but provide for means to meet the requirements with on-site measures.
Mitigation measures have also been made 2:1 (2x the buffer area disturbed) in accord with the Board's recent adoption of the WPO amendment for stream crossings.
Lastly, the final plans checklist for review has been updated with a section on plan amendments. This is an attempt to improve the turnaround time on amended plans, which seem to take a disproportionate amount of review. Simply put, we expect the amendment to be an addendum and to include the approved plan which is being amended.

Update of Apr 2008
The design manual has been updated to reflect recent changes at the County.
- The pilot alternative review process (expedited review) has been terminated by the board of supervisors, and all these references and sections have been removed
- lot access (driveway) information has been updated per recent Zoning Ordinance amendments for rural areas. The Critical Resource Plan instructions have been attached
- stream buffer information has been updated per recent Water Protection Ordinance amendments
- mitigation options have been updated per the WPO amendments, and to incorporate the TJSWCD as the easement alternative, or similar maintenance agreement
- names of designees have been updated for new personnel
- attached checklist and details have been updated; in recognition of the fact that we have not required paved wash racks on many plans in the recent past, the paved wash rack criteria has been set at 10 acres, and for development area only. 2:1 slope vegetation requirements have been added to the road plan list for consistency with other sections, and the biofilters specs and details for soil media, ponding depths, and underdrain sizes have been corrected to follow the state manual.
